If the war in Iraq is so dreadful that it serves as a recruiting tool for terrorists, why is the insurgency there reduced to resorting to Down’s Syndrome suicide bombers?

Because the insurgency are getting smarter. In order to fight American UAVs and smart bombs, the insurgents have developed smart bombs of their own. That can be detonated with insurgents safely behind the front lines, with targeting being far better than dumb bombs.

It’s a sign of desperation, a sign of defeat.
They don’t have the foreign “not-so-smart bombs” going into Iraq, because the funding is drying up and the borders are tightening, so they are turning to drastic tactics that further alienate the Iraqi nation.
Using WOMEN? Using DOWNS SYNDROME WOMEN? In a warrior culture?
That spells E P I C F A I L to me.

Khaled Abu Toameh of the Jerusalem Post reports that jihadis are streaming into Gaza. There’s one sentence that really stands out in the article:
The sources said some of the men had recently fled from Iraq, where they had been carrying out attacks against US troops.
I guess if the regular irregulars are leaving, it’s time to consript irregular irregulars.
