It does indicate Obama did a very poor job of keeping track of what was going on in his district --- a definite negative. Again, this may be a sign of one of the weaknesses Neo pointed out earlier: Obama is not a detail man. He doesn't check up on things. He should have checked up on this stuff. He should be pressured on this one because he obviously needs to shore up his "checking up on things" skills.
