		<description>sam,  the difference is that the vast majority of deaths in Iraq came from Iraqis killing other Iraqis.  The policy and purpose behind U.S. military actions was to stop the killing by defeating the insurrection.  To the extent that innocent civilians were killed in the war zone, that is a tragedy and regrettable; but I know of no evidence that it was the policy of the Iraqi Government or Coalition forces to kill unarmed civilians in order to discourage political protest or free speech.

Surely all of this is obvious.</description>
